Until the 1990s, almost all transmission investment was financed by state-owned enterprises (SOEs). However, since then a wave of restructuring across Latin American countries, and many of the member countries of the Organization for Economic Co-operation and Development (OECD), has led to new business models for financing the transmission of electricity, with a lower role for public investment and a greater role for private finance. Global experience in this regard is therefore fairly recent. Starting in the developed and Latin American countries, it has rapidly spread to Asia.
Weak power transmission networks (mainly due to the lack of appropriate financing approaches) is a primary cause of the poor quality of electricity supply and low electrification rates lies. Indeed, power sectors in many of developing countries are suffering from large funding gap, which cannot be fulfilled by the limited public finances alone. Hence, modern financing methods are required to be studied and implemented by policy makers in the power sectors. Although governments attempt to foster private sector participation, this will not emerge without thoughtful action as private capital will flow where rewards exceeds the risks.
Given the blooming role of private sector in funding the power transmission projects, this report will attempts to examine the global experience in private sector led investments in transmission sector. Following OECD countries, many Latin America and Asian countries have been successful introduced private sector participation in their transmission networks and have seen a considerable reduction in the project costs. The report will draws lessons from these experiences and highlights the required regulations and recommends options for attracting private sector participation in the power transmission segment, which has traditionally been considered a natural monopoly.
This report, firstly, introduces Public–Private Partnership and its various contract types. Secondly, PPP cons and pros have been reviewed. PPP Global Experiences and Trends, including its trend in Middle East and North Africa, have been studied in the third section of the report and summarized.
